NL: Report environmental effects of free plastic carrier bag ban

In a letter of 19 December 2017, State Secretary Van Veldhoven informs the Dutch House of Representatives about the current situation concerning a number of motions and agreements that are connected to the government-wide programme Circular Economy. One of the subjects is research of SGS Search on the achieved environmental result of the shift from plastic carrier bags to paper carrier bags.
The extra production of paper carrier bags in 2016 has lead to a small increase in the CO2 emission of 5 kilotonnes compared to 2015. This increase can be deducted from the CO2 emission reduction of 31 kilotonnes that is caused by the decrease in the production of plastic carrier bags.
