EU: Organisations want separate reuse quotas

In a joint Position Paper, organisations state that they are in favour of considering reuse systems to a far greater extent than before in the current EU Circular Economy Package. There should be no joint target for reuse and recycling of packaging, as has been provided so far in the draft proposed by the EC.
On the one hand, a joint quota would lead to less recycling, because already existing reuse systems would be counted towards attainment of the targets; on the other hand, there would hardly be an incentive for intensifying reuse. The European Parliament has expressed the desire for reuse quotas of 5-10%. However, these goals are non-binding (Press Release Reloop Platform, 23 March 2017).
