NO: NEA recommends tax on single-use plastic bags

The Norwegian Environment Agency (NEA or Miljødirektoratet) has made recommendations to reduce single-use plastic carrier bag consumption and comply with requirements of Directive (EU) 2015/720. While Norway is not an EU Member State, it is a member of the European Free Trade Association and complies with EU Directives and regulations.
NEA said that Norwegian per capita plastic carrier bag consumption in 2014 was 180 bags (930 million bags), and it believes that without a fee or other statutory instrument the required bag consumption reduction targets will not be met. NEA has recommended a tax be implemented (Recycling Laws International, 19 December 2016).
