NL: New National Waste Management Plan LAP3 enacted

On 28 November 2017 the new National Waste Management Plan (LAP3) was enacted. This plan covers the waste management policy for the period 2017-2023, looking ahead to the period up to 2029. LAP3 is of force on 28 December 2017 and from that moment on replaces LAP2.
In LAP3 there is more room to drop the label ‘waste’ when this can be justified in terms of environment and human health and safety. For example, part of the waste stream can also acquire the by-product or end-of-waste status when only that part of the stream meets the abovementioned requirements. For the end-of-waste status there has to be a market according to the Waste Framework Directive.
