NL: Tax law insufficient to tackle environmental damage

27 November 2017

The Dutch tax law knows multiple gaps when it comes to putting a price on the environmental damage caused by the production of goods. The tax measures should also have been in an earlier stage. The focus is now on the consumer, while it would have been more effective to levy green taxes in an earlier stage in the production process.
This is the conclusion of the Netherlands Environmental Assessment Agency PBL in a study that explores the opportunities for levying taxes on raw and intermediate materials and connects to the discussion about a tax revision and the shift of the tax base from labour to consumption and sustainability (News Item PBL, 17 November 2017).
