NL: Measuring progress in transition to circular economy

At the request of the Dutch Ministry of Infrastructure and the Environment the PBL Netherlands Environmental Assessment Agency and Utrecht University (UU) investigated how the progress of a transition to a circular economy (CE transition) in product chains can be measured.
The investigation focused on identifying what should be measured, and not so much on how these measurements should be done. They developed a framework that was applied to a number of cases, including a case on plastic packaging. Part of the framework is the role innovation plays. Which type of information is required to measure the progress of CE transitions can be determined in a next step.
