NO: Environmental Directorate recommends EPR for packaging

The Norwegian Environment Directorate has proposed replacing the current packaging recycling system with one centered on extended producer responsibility (EPR). The proposed regulations would not affect Norway’s beverage container deposit scheme.
The proposed regulations address, among other things, mandatory membership of a producer compliance organization or “returselskapet”. Packaging producers would submit annual reports on their waste prevention efforts that include the amounts (in tons) of packaging produced, the amount of change from the previous year, and plans for waste prevention during the coming year (Recycling Laws International, 10 October 2016).
