Estonia: Minimum price for single-use plastic bags as of 2019

A bill has been introduced in the Estonian Parliament to impose a fee on single-use (15-50 microns thick) plastic carrier bags. The bag fee will take effect on 1 January 2019. A recommendation about the avoidance of the sale of oxidant-degradable plastic carrier bags will also be added to the law since consumers often mistake them for biodegradable bags.
In order to collect data about the consumption of plastic carrier bags and the reduction in the consumption thereof, a record-keeping obligation will be imposed on the sales points. The record-keeping obligation will be imposed on sales points with a surface area of more than 100 m2 (Press Release Estonian government, 29 August 2016).
