USA: Changes proposed to Hawaiian glass container advance disposal fee

In 1994 Hawaii implemented an advance disposal fee of 1.5-cents per container, applying to food and non-food glass packaging. The fee does not apply to glass beverage bottles covered by the 5-cent container deposit.
In January 2014, bill SB 2931was introduced to change the fee effective January 1, 2015. The proposed fee would vary depending on the container volume as follows: less than 8 ounces – 1 cent, 8 to 24 ounces – 3 cents and more than 24 ounces – 5 cents. The bill was referred to the Committee on Energy and Environment where it has been approved in amended version. It was then referred to the Committee Ways and Means (State Recycling Laws Update, 10 February 2014).
