USA: Dallas approves fee on single-use carryout bags

The Dallas City Council has passed an ordinance that will require city retailers to charge a five-cent “environmental fee” for each single-use carryout bag they distribute to customers. The five-cent environmental fees will need to be itemized on customer receipts, and retailers must display signs about the carryout bag ordinance in English and Spanish.
Retailers may retain 10% of the fees they charge customers. They must record the number of single-use carryout bags distributed and amount of fees charged. The ordinance also includes general specifications for reusable bags, which can be sold or distributed without the fee (State Recycling Laws Update, 4 April 2014).
