USA: Mandatory plastic bag recycling bill prefiled in Louisiana State Legislature

A new bill (SB 408) would require stores in Louisiana to implement in-store plastic carryout bag recycling programs. The bill requires stores to provide bag collection bins in visible and easily accessible locations.
A final provision in the bill states, that the regulation of plastic bags is preempted by this Section. No municipality, parish, or local government entity, shall enact ordinances, law, or regulations regarding plastic carryout bags that in any way affect the recycling of plastic carryout bags, including but not limited to bans or fees.
The bill was provisionally referred to the Committee on Environmental Quality (Recycling Laws International, 28 February 2014).
