Norway: Changes proposed to beverage container recycling regulations

The Norwegian Environmental Directorate has published proposed changes to the beverage container recycling regulations. The mechanics of the scheme remain largely unchanged. Beverage producers and importers pay an environmental tax on their beverage containers. Producers that meet the target rates receive a discount.
Among the changes is that containers recovered as energy (e.g. PET bottles) no longer be counted as part of the return rate for determining the environmental tax. The deposit would increase and container return labeling requirements would be improved. The tentative date for the revisions to take effect is January 1, 2016 (Recycling Laws International, 21 March 2014).
