FR: Draft decree on waste management and circular economy

On 6 August 2015 France opened a consultation on the circular economy. The emphasis is on the prevention and management of waste. The consultation presents a draft decree that proposes to revise existing French regulations. The draft decree focuses on nine areas, including single-use carryout bags.
The decree would allow the use of bags made with biobased material and sets minimum content levels using the following schedule: 1 January 2017 – 30% minimum biobased material, 1 January 2018 – 40% minimum, 1 January 2020 – 50% minimum and 1 January 2025 – 60% minimum. Compostable bags would need to meet NF T Standard 51-800.when it is published (Recycling Laws International, 10 August 2015).
