Estonia plans to amend its packaging act

The Ministry of Environment of Estonia has announced that proposed changes to the country's Packaging Act are being considered by the Environment Committee of the Parliament. Among the provisions of the law, packaging producers must register with a compliance organization and have audits of the amounts of packaging they place in the market annually. However, according to the ministry, a data review found that almost 2,000 producers placed so little packaging in the market, they contributed only about 2% of the total. The ministry said such low volume producers should be exempt from auditing requirements, which can be a financial burden (Recycling Laws International, 26 October 2015).
