US: Bill to establish EPR introduced in Rhode Island

Recently bill H 6095, addressing extended producer responsibility (EPR), was introduced in the Rhode Island House of Representatives. H 6095 would establish the Sustainable Packaging Advisory Council within the Rhode Island Resource Recovery Corporation (RIRRC).
Packaging producers would register with the RIRRC and report each year on the amount of packaging sold in Rhode Island during the previous year. RIRRC and the council would determine the fees to be paid by producers based on their packaging. The proposed law would take effect upon passage of the bill, which was referred initially to the Committee on Environment and Natural Resources (State Recycling Laws Update, 21 April 2015).
