US: Hawaii considers raising glass container disposal fees

Since 1994, Hawaii has imposed a 1.5 cent advance disposal fee on each sealed glass container not covered by the state’s container deposit scheme. The fee is paid by producers. However, according to a group of six state legislators, “the cost of recycling glass containers far exceeds the revenue that the State receives.” Their bill would increase the fees collected and institute a new scheme for determining fee calculations.
Under SB 353, the fee system proposed is based on the interior volume of the container. The new fee scale would take effect on January 1, 2016. The bill has already been approved by the Senate Committee on Environment (State Recycling Laws Update, 23 February 2015).
