US: DTSC releases draft guidance on safer alternative analysis

The California Department of Toxic Substances Control (DTSC) released a draft first stage guidance document on conducting alternatives analysis (AA) in compliance with the state’s Safer Consumer Products regulations.
According to DTSC, the first stage of AA “identifies the goal, scope, legal, functional, and performance requirements of the Priority Product and the Chemical of Concern, and uses this information to identify and screen an array of alternatives to consider.”
Consumer product manufactures and importers (“responsible entities”) then submit their findings to DTSC in a preliminary AA report along with a work plan (State Recycling Laws Update, 5 October 2015).
