NO: Government proposes tax on plastic and paper bags

The Norwegian Government has released a proposal to tax domestically manufactured and imported plastic and paper carryout bags. Bags made of biodegradable plastic (plastics made using corn or potato starch are cited as examples) and reusable bags would be exempt.
The proposed tax would be 1.5 NOK (Norwegian kroner) per bag, regardless of whether the bag is made from plastic or paper. The tax is expected to take effect on March 15, but the official date has yet to be set by the Ministry of Finance. The measure would fulfill an EU requirement for Member States to implement measures to reduce the consumption of single-use plastic bags (Recycling Laws International, 12 February 2015).
