BR: Bill introduced to ban recycled paper in food packaging

Carlos Gomes Bezerra has introduced a bill in the Brazilian Camara dos Deputados (Chamber of Deputies) that would ban the use of recycled paper in food packaging. The justification section of the bill says that used toilet paper has been and still may be contaminating the nation’s waste paper stream, although the section notes that the claim is based on a six-year old investigative journalism story in the state of Sao Paolo.
While Bezerra admits that toilet paper contamination of the waste paper stream may not be widespread, he believes the problem may not be completely resolved, and he advises taking a precautionary approach (Recycling Laws International, 17 April 2015).
