The packaging and environment dossier in the Netherlands has now entered its 32st year, since the first Packaging Covenant in 1991. Unfortunately, the problems do not seem to be over yet.

The situation was discussed in the Live Online NVC Café on 8 July 2022. It soon became clear that there is a lot of unclear terminology. What is the definition of recycling: the amount of collected packaging (Collect-Control) or the amount of materials actually processed (Backend processing)? Which Backend processes count for material recycling, which as chemical recycling and which as energy recovery?

The NVC Survey Where to go with the packaging recycling in the Netherlands 2023-2027? examines the central questions for the next five years. Which environmental targets does the Netherlands want to have achieved by 2027? What Collect-Control infrastructure and connecting Backend processes does the Netherlands want to have in place by 2027? During the period 2013-2022, the costs for the packer-filler (NVC member) companies in the Netherlands will increase from €150 million/year in 2013 to approximately €400 million/year in 2022. What are the environmental targets for the next five years? How much money will the (NVC member) companies have to pay to realize these? How do the Dutch plans fit in with European and global developments?
